The GOPAC memo was a controversial memo written and distributed by US Republican Congressman Newt Gingrich in 1994. The title of the memo was Language: A Key Mechanism of Control. It was distributed to Republicans and contained a list of words with positive and negative connotations that Republicans should use to describe Republicans and Democrats, respectively.

The cover page of the memo had the sentence: "The words in that paper are tested language from a recent series of focus groups where we actually tested ideas and language." more
